Experienced US federal government RFP proposal manager

We are a tiny scientific writing company with 2 small federal government contracts. We are looking for helping preparing proposals to bid on more contracts. These will all be professional services solicitations, mostly writing and marketing. We have:
- 50+ past proposals to get information from to re-use in new proposals
- in-house writers that can write up sections for proposals if needed, once given clear instructions on what to do
- an assistant experienced with pulling together information for different parts of proposals if given clear instructions on what is needed.

What we need is someone who can manage the entire process from beginning to end and ensure that winning proposals are put together on time with the least stress for our team. If you are also a proposal writer and can write some of the needed information yourself, great.

- explain your experience and training
- give the name(s) of companies you have worked for doing this
- provide contact info for your supervisor at those companies that we can contact as a reference
- attach any proposals you've written or managed the preparation of, especially winning ones
- state the minimum hourly rate you can work for, knowing this would be long term work every time we have a proposal to create (as many as 30 per year currently)
- put as the bid amount the price that totals the number of hours you normally take to finish 1 proposal x your hourly rate
