Japanese/Chinese Translator

have my copy of an “export certificate” for a vehicle I exported from Japan into the US. The “export certificate” is the cars “Original Title” recreated as an “export certificate”. I have to use that “export certificate” to create a US car title through the local DMV. However, the “export certificate” is written in all Japanese, and Kanji. I would appreciate if I can get it translated into English as best as possible. The local DMV will not accept it unless I get a translation for it.
