Windows HR Audit Automation

I need a robust Windows desktop application that lets me run my HR Health Check audits end-to-end and spit out a polished Word/PDF report at the click of a button.

Here’s the flow I’m aiming for: I open the app, pick or create a client, work through and answer each HR question, giving me an automatic risk rating and bespoke commentarty notes depending on the risk rating, then press “Generate report.” The system merges everything into my existing Word template and instantly creates a word doc that I can send straight to the client.

Core build requirements
• Native Windows desktop (C#, .NET/WPF, Electron or similar)
• Built-in admin form so I can add, edit or delete questions, risk ratings and commentary as legislation changes—no external uploads or database imports
• Precise template merge that preserves all formatting, headers, page breaks and styles
• Local data storage (SQLite or comparable) to keep an audit history per client, with straightforward backup/restore
• Simple installer plus clear user & technical documentation; full, well-commented source code delivered on completion and explantion on how to use, and uodate the tool

Acceptance criteria
– Entire audit can be completed in under 10 minutes
– Generated Word and PDF match my template exactly
– Adding a new question in the admin form makes it live immediately without touching the code
- Must be english speaking and correct written and gramma
