Seeking partner for grant

I am applying for a grant Nanjing Overseas Talents Start-up Contest and need a Chinese Citizen partner with a bachelor's degree from a NON-Chinese university.
There is one form that I will need help submitting, which is due very soon. but if successful you could join our company in some way. So I am looking for an entrepreneur looking to get started in an engineering firm that focuses on digital healthcare.
The payment for this task would come if we win the award. You may need to travel and help present the company to potential investors. In that case, we would pay for your travel and time. I am not sure yet.
