Word count reduction edit and proofread

Hi, I need a native English speaker who can reduce word count edit and proofread. The project is currently 12 pages (font Arial, size 11 and 1.0 line spacing). However, the 12 pages would need to be reduced to 9 or 9.5 pages without losing the main points. The main part that needs to be reduced more than the other parts is the mitigation section before reducing from the other part.

There are 2 different projects to the project. Project CPR1 has more pages than Project CPR3. Use CPR3 as a guide in reducing CPR1. Then proofread and edit.

Please the freelancer must be free to start work and fluent in both written and spoken English.
