Assistance Needed to Obtain Portuguese Car Registration

I am looking for someone to help me obtain my Portuguese car registration certificate. The ideal candidate should know the Portuguese vehicle registration process and have experience dealing with relevant authorities to quickly obtain a certificate on my behalf.

I am not in Portugal and need this document ASAP. It seems impossible to do this online and looks like anyone can obtain this certificate in person at the registry office.
