IIS - Windows server 2019 - Site slowly loads under traffic

On my VDS (windows server 2019) IIS is installed for hosting sites on wordpress
but under load, under traffic, sites slow down for 5 seconds or don't load at all
i want you to fix IIS or suggest an alternative (not ngnix or apache)
the result should be like this: instant load - about 50 miliseconds under traffic
