Fix Workflow Manager Farm - Restore Farm

Issue:
we deleted the root pwa site from site settings
we restored the site collection after more than 10 mins we managed to restore the site collection using Restore-SPDeletedSite powershell command
after restoring the site, all workflow instances have disappeared and we cannot seem to run new instances of any workflow subscriptions
requirement:
restore all running workflow instances to their last correct running state
note that we have backups of all SP, WF Manager, Services bus databases since the day before
