Video enchancement to identify licence plate

I have got 2 CCTV footage of the car responsible to hit & run from the accident place. The footages are able to cover car front and back but the standard camera is not able to capture details due to light & motion blurring.
The original footage is obtained from the camera recorder & details of timestamps will be provided.
