Remove Background from 2.5s of Film

I have a short 2.5s clip containing a person's face. I need the background removed from the video. The source video as well as an example of what needs to be removed (sample-background-remove.png) is attached. Willing to pay $40 for a good job (it may be a bit time-consuming of a gig because of the hair).
