Mechanical engineer Mexico

Hi I am looking for a mechanical or structural engineer with good connection to a construction production company in Mexico that can help me produce a light steel construction for skating. Need to speak English and Spanish and be available full day's for the coming time to focus on this project. We have the 3D drawing.
