Squid Proxy IP Script and automation script

I need a developer on a project to project basis to take over and enhance a custom squid proxy script that runs on Ubuntu 18.04 LTS.

SQUID PROXY SCRIPT MUST DO THE FOLLOWING:
- Add IPs to Server
- Add IPs to Interface
- Add Users to Server
- Assign IP ranges to users
- Delete IPs from servers
- Delete Ips from Interface
- Display available proxies
- Display all users
- Display Interface Ips
- Assign username/password to users based on amount of IPs requested
- Stop Squid Server
- Start Squid Server
- Display user port
- Assign random user ports per individual ip
- Block/Unblock user (time based)
- Block/Unblock websites - time based (user and individual IP blocking)
- Generate TXT File of user proxy and credentials
- Assign bulk IP range to users
- Integrate with user credentials (automatically pull IPs from available inventory when payment is made, delete users and credentials if payment is not made, etc).
- be able to integrate script with FreeRadius platform on WHCMS.

Must also be able to change default port and block port scanning while ensuring IPs can reach outside traffic and sites.

User must be based in United States.

Will be paid upon completion of work and demonstration of it in a working state.
