Get an FTP CVS feed from server, edit it, and place it back at FTP level script

I need to have this:
I auto download a CSV productfeed from an FTP layer, then I want some automated work done to the CSV like get rows out of there that I dont need to include/exclude the number of products in the CSV (based on brand or EAN's). Then the new CSV has to be automated been uploaded to another FTP as where it came from.
I can upload the CSV if needed, first I need a proposal
