Zoho Reports permissions help needed (easy 5 star review)

I just need some quick advice and I will leave a 5-star review. please bid $10 (ok I know freelancer.com will take $5, sorry).
We need to hire someone to develop some report in Zoho CRM/Zoho books. how should we configure permissions so the report developer cannot download any data? I'm assuming they will need access to sensitive data in order to create and test reports. what is the best practice for how to handle permissions with a report & analytics developer?
