ZOHO Desk - Blueprint specialist

My project is to create a custom Blueprint in Zoho Desk. The Blueprint required shall be a "Handover" process. Department 1 will request an attachment from D2, but will also notify D3 and D4 that the request has been actioned. D2 will attach the file then the ticket will move to D3, however all Departments will be able to track this status. D3 will have will request a meeting (required within 1 hour from D2 attaching the file) that will involve D1, D3 and D4. After the meeting D3 will have 1 hour to contact the Client by email where a notification shall advise all departments and the ticket will close and this will conclude the client handover process.
