Target, setup, and run YouTube video ads.

I am looking for someone to help me set up, target, and run YouTube video ads. We are a small video production and marketing firm based in Bend, OR, and we want to work with someone who knows the platform to help setup and manage YouTube ads for our video production clients. We have the videos already produced, though we're open to suggestions for optimization and input for future sets of ads.
With the initial project, I am looking to target CEOs and maybe IT professionals to drive them to a landing page and get conversions. I would like them to be watching content related to cybersecurity, namely ways to improve it at their company.
We use a proven formula for YouTube ads to create our videos. We would like someone who has worked on YouTube for awhile and understands the intricacies of the platform, and is willing too help us to optimize our video ads in the long term. This is a single project currently, but if the results are good it will likely be expanded to further projects and clients and an ongoing relationship could be built.
