Entry Level Resource for compiling YouTube Shorts in Hindi

I'm looking for an entry level reliable and efficient video editor to help create YouTube Shorts based on Indian movies and TV shows. This is a small starter project: 100 shorts with less than 60 seconds for total budget of CAD $40. If we work well together, there's potential for long-term collaboration on a recurring basis. Shorts should comply Youtube policies
