Activate Google Workspace YouTube

I recently moved my business email over to a freshly created Google Workspace that uses my own verified domain, but I keep hitting a wall when I try to turn that same login into an active YouTube channel. Google keeps redirecting me to the article below instead of letting me finish setup:

• Verified the domain in Google Workspace
• Confirmed the Workspace user has standard Admin privileges
