Style sheet to generate report

I have a styleseet file, and use msxsl.exe (from Windows) to combine the stylesheet file and an XML file together with bunch of image files to generate an HTML page as a report. The report is a couple of pages with about 10 sections. I need to change the design so each page is a complete table and pictures and text will not overflow a page. Then generate a PDF file from the report. Directly generating PDF is also a choice, even though generating PDF is not a must. I need this project to be done within a month. 2weeks for initial version, and 2 weeks for finalizing. I attached a PDF file as a sample. I have versions of four languages to work on. Current XLST files are available. So just duplicate and place the texts in the files.
