xml locked in bin file

I am looking for a freelancer to help me with a project. The project involves accessing a locked XML file that I am unable to open. The specific issue I am facing is that I cannot access the file. I do not have the necessary software to open the bin file. After the bin file is accessed, my desired outcome is to be able to open the file and have the option to change its content. Once the changes are made, I would like to be able to close the file.
