create an xml file with data from an excel file

I have an xml file with a specific data set.
I have an excel file with 100 rows, that shows all the specifications I need in the xml file.

I attached the xml file. under the section <questions> i need about 100 new questions.
The attributes title, questionText, correctMsg, and Category can be taken from the xml file.

I'm looking for someone who can create this xml file based on my specifications.

There is a webcoding issues I also need a solution for: I want the wordpress plugin, that uses the xml file to use an image from my webserver.
Right now, the <correctMsg> looks like: <img class="aligncenter wp-image-501" src="http://rv-trainer.com/wp-content/uploads/2021/10/S1a-3-1024x678.jpg" alt="" width="604" height="400" /> <h4 style="text-align: center;">Objekt - Auto</h4>
I want the tool to take a specific file from my webserver (address is in the excel file. right now it always has a wp-image number), and to use it in the size as added on the webserver (no adjustment of size).

I have a total of 9 files with the same challenge.
