convert this .conf to .xml

this is a standard conf file generated from firewall, I want you to convert it to a proper XML.
I have attached file in advance, so no excuses on .conf file.
Write a code which can convert any .conf file to .xml.

Study file given carefully and bid only when you are confident that this is proper .conf file. Any excuses that file not not valid later on is not accepted.
