Taleo API Import

I'm looking for someone to help me with a Taleo API Import. The purpose of the import is to bring over candidate data from an external source, and have it structured in a way that integrates with our existing system. The data should be imported in an XML format, and all necessary fields will need to be filled in so we can get as much detailed information as possible (work experience, skills, etc.). The successful candidate will take a list of external data and ensure that it's transformed into the correct format for integration with our existing system.
A merge will be used as the candidate could be existing on Taleo - this search will be based on a UDF.
The ContestNumber will also need to be included (if a new candidate) or appended (if existing).
