StratML (XML) Query Service

StratML is an XML-based international standard (ISO 17469-1) for the content of strategic plans. The vision of the standard is: A worldwide web of intentions, stakeholders, and results.
Existing full-text query services fail to take advantage of the structure and semantics of valid XML instance documents. More mature, business-quality query services will enable users to quickly and easily discover goals and objectives of interest to them and the stakeholder groups of which they are members.

Preferably, the winning bidder will be personally committed to the vision and become a partner in the ongoing development and commercialization of those sites. Ideally, the code will be open source and the sites and services will eventually be turned over to a nonprofit or public benefit corporation.
