Microservice for AMPQ and RabbitMQ listener as Windows Service to store XLM data in MS SQL database

A vendor of our company provide in a B2B process an AMQP Message Queue to send us XML data.
We need an RabbitMQ .Net client running as a windows service on the MS SQL database server.
This client have to listen/monitor 24/7 the AMQP Message Queue and if any message is send, to store the xml RAW data in an SQL database on the server (Datasructure: ReceivingTimeStamp (datetime), data (xml), ProcessingTimeStamp (datetime=NULL)).
All events (error & download successfull) have to log (with timestamp, errorcode and error description) in an txt-logfile.
In case of an error the client have to send a SMTP Mail with the error code and error message.
The Client should be configure by config file:
