European VAT, ECL & IST XML Submissions

I need assistance in generating VAT, ECL, and IST submissions in XML files for all European countries.
I understand that there is not one single person that will be able to document all formats.
When bidding on this project, please provide information on which countries and declarations you will be able to support me with.
Required skills and experience:
- Strong knowledge of European VAT, ECL & IST submission procedures.
- Experience in making XML files for custom software integration.
- Familiarity with handling government systems' XML file requirements.
Deliverables:
- Documentation of the format (can be XSD or PDF's document already provided by the tax authorities)
- Example XML file
- Explaination of how to fill each field of the XML file
