Develop app for 2D code string read using an Optical reader or USB reader and store to xml file

I am looking for a skilled freelancer who can develop an application for me that can read a 2D code string via an optical reader or USB reader, and then store the data in an XML file. The application must be developed for the any windows based Desktop platform.We need the data to be read from an optical reader or Barcode scanner or manually inputted, and the output will be stored in an XML file.
