Building a web-based quiz program for medical students, that uses indented text as input

We are hiring a developer to create only the beginning of an application. If this milestone is completed well, there will be more work coming shortly thereafter.
We are seeking a skilled developer to build a web-based quiz program to be used by medical students. The program should utilize indented text as input and generate multiple choice questions from it.
The user should be able to upload an indented text file onto the website. The input data should be translated into a nested json or xml file, and the user should be presented with the translated data. The user should be able to change the position of a given text string in the nested structure and save the changes to the underlying json or xml file.

For completion of this project, please have this up and running on a development webserver we can access to test its functionality as described.
