Build website where customers can get data for B2B marketing

Need dev to make website where data from xml file (business data) are as source where the data is taken and would be shown on website as output. Like here for example: https://infopank.ee/otsing/ettevotted = front end view/solution, do not know how their backend is done.

Website operates for customers who can register on site and create an account (no need for payment options, invoices are sent manually).
After creating account site user/customer just need to request access by submitting order/request or can create output as an excel file from the data that comes from xml files. Site admin should have option to set account for customer as active or inactive manually. Active status means that user can use solution 1 or solution 2.
Output excel file aspect could be solved like option 1 or as option 2:
Option 1 after that customer can filter data and make an order for the dataset, meaning selecting desired legal form, location and so on. After that they can press button submit order and then site admin gets the order and manually makes excel database and sends them link to download the file.
Option 2 would be that all as option 1 but site creates excel file automatically after customer has submitted the order for the selected criteria and then customer can download the file.
Main fields would be for criteria:
Field of activity
Location
Revenue
Operating profit/loss
Number of employees
Established
Legal form
Example of the xml file is attached (there are 6 xml files, each has different data but they can be matched):
• Basic data
• General data
• Registry cards
• Persons on registry card
• Persons not on registry card
• Beneficial owners
