Resolve Xcode 15 "Exited with status code -127" !WITHOUT run scripts!

I'm having trouble with my Xcode setup and experiencing an "Exited with status code -127" error. I have to open an older project and installed Xcode 15 on a machine running macOS 14.3.
I don't know much about this stuff and just have to get it running to change a litte Detail in the app.

In order to voercome this issue, I would appreciate assistance from a professional who has:
- Vast experience and skill in Xcode usage and troubleshooting
