Build me a Maui/Xamarin UI

Hello,
I want someone to make a UI for a somewhat of an issues/ticketing app,
1. A login page but a bit different first checking the user, if it's exist in our internal database and the password is set it should prompt the user to enter the password if the password is not set then a popup to enter otp after success then redirect to a page to set the password, < this is the idea you don't have to do any code behind I want just the UI, also you don't have to follow my wording literally like "popup redirect" you can do it as you see fit.
2. Since we have a multiple apps I want a home page the will organize those apps for example, Issue tickets, Technical service requests, Requests for a visit, Leave Requests.
these are just examples.
3. After clicking on one app it should redirect to a page that show multiple icons first for Department managers, the second for It Manager, third for technician, fourth making a new request, fifth follow my requests, so the idea is there are steps for the requests first goes to the specified department manager after they pass the request it goes to the it manager after he passes it goes to the technician for fixing/servicing the user's issue.
the fourth and fifth are for the normal users to add new requests and follow what is happening to that request, also I should mention that this page is going to be according to permissions if the user is department manager he will only see department manager icon and add/follow requests, the same for the it manager, and the same for technicians, and for the normal users the can only see add/follow my requests.
4. After clicking on one icon it should show a list view of all active requests for it/department manage or technicians/users.
this could be only one page for all.
5. A simple profile page of the user without any image just info like, Full Name, ID, Job title, Rank, Department.
6. A simple search page for any request by id, or name of the employee, before search I should have a way to select the app I want to search in, like issue tickets, technical service request...etc
for the the bottom tabbed navigation bar you can set it to be, Home, Search, Profile.
You don't have to worry about any functionality, just UI, although I might consult you on the #3 for the the permission if it would work to hide some icons according to the permissions, because we have an API to check if a user is a department manager or not but sometimes if there is a delay it takes a while to disappear.
Also I want it multilingual only English and Arabic, to be clear all I want is the UI no functionality needed, the explanation above is for reference only.
