WPF Tool with Drag and Drop

I am looking for a developer to create projects tool for Windows using WPF. The tool should have the following features:

- Drag and drop functionality: Users should be able to drag and drop elements within the tool to create a specific layout or structure.
- Code generation: The tool should be able to generate C# code based on the layout or structure created by the user.
- Customizable templates: It should also allow users to save their own templates and reuse them in different projects.

The ideal candidate should have experience with:
- WPF and C#
- Developing tools with drag and drop functionality
- Implementing code generation features
- Designing customizable templates

Please note that the tool should only support Windows platform.
