Creating User Controls in WPF Core

I'm building a software that needs to have some User Controls in it. The user Controls are fairly simple. You will get an report and part of the report should be make as User Control. The mutual design over all user controls are they needs to have oppertunity to change color scheme and user can write text into the control.
