Need to create a business startup check-list and workflow process

My company specializes in helping people start a business. We offer so many services but need to have it all placed into a single workflow process. From the moment someone wants to open a business, we have a checklist of things to be done. Then we have another checklist that shows different steps on how to operate the business, etc.
