plugin programming

Hello,
I am looking for someone who can program a plugin for wordpress. I would like to build a platform for mini tasks. that means, for example, if the neighbour is looking for someone who can plant a few flowers on the balcony, she can advertise this and hobby gardeners or companies can apply for it.
You only get paid for the placement. The person who posts the job pays e.g. 5€ to the platform so that it can hire the hobby gardener.
There are numerous marketplaces, including templates for WordPress, but none of them have this function that I would like to have.
Can someone program this for me or simply reprogram something existing?
