A plugin to allow admins of sub-sites to select the courses they what to present on their subsite

BACKGROUND:
The set up is a WordPress Multisite Network.
The main site is a course marketplace (like Udemy), powered by Tutor LMS (https://www.themeum.com/product/tutor-lms/).
The subsites are each owned and managed by individual sub-site admin.
The sub-sites are replicas of one sub-site template, the owners (admins) have just a few personal adjustments they can do.
THE PURPOSE OF THIS PLUGIN:
To allow the admins of sub-sites to select the courses they what to present on their subsite.
The courses page will have 20 spots. And they will be able to select one of the following for every spot:
• A Specific Course,
• A Specific Category,
• A Specific Instructor.
A spot will show a course’s Thumbnail picture, Title and some about text (to keep the page’s design nicely allied). The Thumbnail and Title will link to the specific course page on the main site
At the bottom of the page there will be a button “Browse All Courses” linking to the courses page on the main site.
THE MECHANISM
The selection mechanism will be on the frontend
The editing pencil will only be visible to logged in admin

When admin clicks the pencil, a popup will open allowing the admin to select a course for the spot.

Admin will select the type (Specific course, Category or Instructor), and insert a link to the course page, category’s page or instructor’s page. And click the save button.
If a category or an instructor is selected a random course from the specific category or specific instructor will be selected.
No Duplications - A course will show only once on the page.
Fill as many places as possible - If sub-site admin did not make a selection, a random course will show in that spot.
When there are less than 20 courses in the marketplace (on startup), the page will be shorter and not show empty spots.
If the admin’s selection is already on the page, a random course will show instead (No Duplications)
The courses page will be Responsive. And admin will be able to make the selection on any screen size.
The Headline (Courses Page), the button “Browse All Courses” and the Pop-up will be Translation ready. Please translate to your language (.po & .mo files)
