I need some one who can optimize my WordPress website

i am using newspaper 11 theme. I want the load time of the website come under 2.5 second which include home page and post. I want some one who can remove every un used assets from the website and make website liter in size also. i also want to score 90 + score in google insight. Put google insight in high priority and the size of the website too. budget is $10 for now. I need a freelancer for a long time if you don't well in this website , i also have more 5 websites
