need a quick short remote support to setup a new admin role but not able to take backup or see other user profiles

I am a wordpress developer , but need a quick help to setup a new admin for guy , who is able to perform all duties as admin/developer, but not able to copy or see dashboard for other users .

As need this remote activity as a quick help .
