I need WordPress plugin to publish articles from uploaded Word documents

Hello,
I need someone to make me a WordPress plugin that will publish articles from Word documents. There will be ~10 or more articles in each Word file, the headlines will be marked with ### and sub-headings will be bolded in each text.
WordPress plugin will need to create a headline for each article (marked with ### in Word document) and make H2 tags for each sub-heading in that article (which are already bolded in the file). After that, articles should be published in 3-5 minutes intervals, to prevent high CPU usage (it would be good if I could choose the intervals).
I will attach a word file so You can see an example of it's format.
Also, applying before/without actually reading this short description will make me not want to work with You. So, when applying please send a message "fried chicken is tasty" so I know you read trough this.
Budget is not a fixed number- if you think you can do a good job with less- great, bigger chance I would go with You, but if you think more is needed- feel free to say so.
