multistite/multitheme/sync databases for WP advise and execute migration

This is an adult website project if you are not comfortable with that please do not submit a proposal. Was planning on multisite but advised by host not to do that and instead use multiple sites and code to connect dbases between sites to share user access and media library ; need that option assessed advice on it and then implement it
