edit checkout fields woocommerce

Hello when a customer wants to buy from belgium true:

(go to checkout, then ->/#address)
It needs to show addres fields. the billing information are now hidden becouse of following code:
#billing_address_1_field,#billing_address_2_field,#billing_city_field,#billing_postcode_field{
display:none !important;
}
But the code hides Belgium and Netherlands, but should only hide Netherlands.

Also fix the css, the row are outlined.
