custom gift card plugin to be made woocomerce wordpress

Hi!

I would like a plugin to be made that allows for a short code to be placed which does the following:
1. Asks if they want email or physical delivery
2. then shows relevant options.
3. saves information into order meta and sends order to checkout.
4. has ability to be redeemed on cart and checkout via coupon section

Gift cards will be 4 set values.
gift message for both email and physical delivery
gift card choice for physical delivery
a box to describe the gift card for physical delivery
set dispatch date if they want to send in future for both email and physical delivery
etc

I need it to be fully mobile responsive and built well, it can be made by customising existing plugins.
