I am building a Wordpress Contact Form page and need help creating PDF, converting the PDF to Base64, then submit the Form data and base64 encoded PDF via API http POST

Hi, I am building a Worpress Contact Form. I am new at Wordpress. I need help creating a Contact Form page. I have done this with Postman, but I need my web page to do these steps automatically -
1. The user will click "Submit" and the message is saved as a PDF.
2. The PDF gets automatically converted to Base64.
3. The form data and the Base64 pdf get sent by http POST by API.
I have been a computer/network engineer for 30 years, and I have experience in object oriented programming and Powershell/JSON scripting, but I have never converted a PDF to base64 using script. Plus I am new to Wordpress.
