Wordpress plugin or extenstion to wordpress

I have a client that needs an import module to his woocommerce website. That is he is migrating from an old system over to woocommerce. In the old system (not woocommerce), he used a page where he selected product categories, and added some products under... and when he clicked on "Preview", he could see how it would be shown on this online store. So then he could just import it into the store. This client is old and dont like to many changes. So I aim to have it made very much as the old system. Exept this time made for Woocommerce
Maybe this don't need to be a plugin as it will only be installed in 1 weecommerce store, but I thought with doing it as a plugin. We could get access to the extra features that is available in the admin pages. (thinking security and layout among other things)
Features on page:
* You choose category at the top of the page (if categry dont exist, then make it possible to add one)
* User can enter info for up to 36 products pr. batch.. (Why 36?, ont know, just my client whom thiink that is a good number)
* Click on <<preview>> and he get a preview of his store with the new products imported. . Maybe hard to make a preview of his entire webshop, but atleast a page where he can see how his products will be displayed... (If any error here, then he want to be able to make changes)
* <<Import>> button, which imoprt it into the websop
I can do all this work by myself but if someone here with good knowledge of wordpress and woocommece here could give me a good offer then I am up for it.
