Wordpress mockup to working template

We've designed a new home page and need it coded up as a wordpress template to replace our existing home page. Additionally, the new navigation and background color needs to be used to create an inner template as well, so we can move existing web content into the new template. Very simple design/template. Project is already partially built HTML flat wise.
