Wordpress Woocommerce Store Custom Shipping Setup

I have a Woocommerce store and I need to setup the following shipping options:

All of United States:
-Shipping

Houston, TX:
-Shipping
-Local Delivery
-Local Pickup

Local Delivery/Pickup is mandatory for certain products. If the shopping cart contains a product that has local delivery/pickup, all products in the cart must match the same option (shipping is not an option).
