Wordpress / Woocomerce Categories sort order plugin

WordPress / WooCommerce Categories/Products Display Order
I have a WordPress site for internal ordering only. I need some help creating categories and products that display in order.
I need the option to display categories on the landing page, with products in that category, and choose which order they are displayed in (see attached image)
There is some back-end code doing something at the moment, (which does not entirely work) and will need removing,
Brief:
1, Identify the current code that does this and # it out
2, Create a plugin to allow the above to work
3, Test and bug fix, document
4, supply
My maximum budget for this is $200, so please no fishing bids.
