Wordpress and Woo Commerce

We are looking for someone to set up a wordpress e commerce site with woo commerce. The site will be a place for users to choose products and they can either buy the product with a valid credit card, or use points to purchase.
Users will have an account to log in, and we will need to add points to their balance in the back up so that they can use their balance to place an order. Each product displayed will be in USD and also show points.

Our shop will have 4-12 products and we can expand the list of products later. We do not at this time need search, or categories. But that can come later.
Your job is to do the following tasks and quote each in your bid. Copy the text and fill n the blanks.
1. Set up Wordpress using our host. Install the necessary plugins for functionality, security and optimization. (SEO, Speed, etc) My cost is _______ and it will take me ________ hours to complete.

Users must be able to log in to see their points balance. We will update point balances to their accounts manually.
Users will be able to buy with points but must pay for shipping and handling fees separately. So the invoice amount will reflect the final amount payable.
