Wordpress Coupon to be validated for the first time users with out singin / email (Using mobile no)

We need to validate the customers and provide them with a discount which is created in the Coupon section. The users will not login. Validation has to happen using the mobile no and another field at the Delivery form & also there will be a popup in main page. Once the validation is complete and a new users is identified then we need to provide him with the discount mentioned in the coupon section.
