Wordpress Client Portal

Hi, I am made a WordPress website for my business but I need an expert to help me create my client portal. My business we do financial management for families with disabilities.
The main functional of this is for caregivers working with families to be able to create a membership/login on our website, that gives them their own profile and ability to register their hours they have worked for that week in a timesheet form they can create, that then alerts those families guardians/parents for approval, once they have approved the caregivers timesheet, it gets sent to our finance team so we can supply the funds.
I have looked into it and so far it looks like this is what is needed
- 2 different types of memberships one for caregivers one for guardians that they can choose using the register form
- A way to assign each guardian to their caregiver, perhaps caregivers are able to see guardians profiles and choose them or enter the name of the guardian when they register and the admin can pair each guardian to their respective caregiver (not sure just a process to pair them together, or way for guardians to be notified when timesheet is assigned to their profile)
- A guardian is able to see and view their caregivers timesheets and is notified when a new timesheet is submitted
and is able to approve them
- Caregivers are able to create timesheet forms to register their hours
- Admin is able to view the whole process and notified when timesheets are submitted and approved by guardians
- Security around this whole process to protect our clients
